Our Response The Trust initially submitted an objection to this application on the basis that there was insufficient information to properly examine the proposed scheme in relation to the special interest of the listed building and the impact on significance and historic fabric. We are pleased to see a Heritage Statement has been submitted though we would comment that there is no detailed Heritage Impact Assessment which would be a very useful tool in understanding the detailed schedule of works and their impacts on specific areas of the hotel (in particular more subtly intrusive works such as the insertion of fire alarms and cabling). The current heritage assessment details changes to the building’s plan form over time, but not how this set of proposals will impact on the building, its fabric and the particular areas of special interest. Notwithstanding this, we note that there is minimal external changes and given we do not have benefit of a site visit to examine the interior, we leave the assessment of harm versus benefit and the overall planning judgement to the expertise of the case officer.
