42 High Street is a Grade II early to mid-19th century detached villa, now in use as a community outreach facility, situated within the Twerton area of the Bath conservation area and World Heritage Site.

We note that proposals are for the conversion of the upper floor “specifically to accommodate volunteers who are engaged in mission work in the parish.” However, the proposal would require the provision of accommodation for three unrelated people and would therefore require change of use to a HMO. We therefore maintain some concerns regarding the control of possible future use as student accommodation. Should future use become disconnected from the ongoing community outreach function of the ground floor, provision of housing for families or local residents would be preferable.
