Car Park, Broad Street Car Park, City Centre

This proposal is situated in the passage along the southern edge of Broad Street Car Park, within the Bath conservation area and World Heritage Site. The car park forms part of the backland appearance and character of a large volume of Grade II terraced buildings along Broad Street and Milsom Street of a varying late 18th to mid- to late 19th century origin. The passage appears to currently facilitate access between Broad Street and the rear of 32-33 Milsom Street separate from the car park with a security gate already in place, and is historically identified as Saxon Court which previously led to St Michael’s Parochial School which was demolished in 1965. The alleyway walls are indicative of Bath vernacular boundary treatments, utilising a coursed rubble stone with a mixture of natural stone capping and coping, and are indicative of the historical appearance and function of the car park. The southernmost wall forms part of the boundary of the Grade II* Old King Edward’s School and can therefore be considered to fall within curtilage listing by merit of its physical connection to a listed building, historic age, and interrelated architectural and functional relationship with the building.

From the drawing provided, it appears that the gate may be hung from the Old King Edward’s School boundary wall and would therefore require material alterations to part of a listed building. We maintain a listed building application is necessary to adequately assess the proposal’s potential impact to the special architectural or historic interest of a listed building, but note that this does not appear to have been validated at this current time.
