97 Bailbrook Lane forms part of a Grade II early 19th century row of cottages situated in the Bath conservation area and World Heritage Site. It overlooks the boundary of the Green Belt and Cotswolds AONB to the north. The terrace’s front elevation remains largely homogenous in its uniform articulation and use of vernacular materials (with several inappropriate modern insertions), but the terrace rear is subject to more diverse additions such as extensions and dormer windows concealed from the roadside.

The Trust is generally supportive of the replacement of non-historic windows with slimline equivalents, where deemed visually appropriate. In light of the current Climate Emergency, it is crucial to find an equilibrium between reduced CO2 emissions and the conservation of traditional building details and historic fabric, as well as ensuring the future sustainability of historic buildings as comfortable, modern-day homes whilst resulting in a less than substantial harm to a Grade II listed building. We encourage a whole home approach that takes account of the energy hierarchy and the implementation of low cost low impact measures for energy efficiency as well.

The replacement of windows in this low visibility area would better mitigate potential visual harm to the listed building. However, we suggest that further joinery details and sections of the existing and proposed windows are submitted to the case officer to enable further consideration as to the proposed changes in glazing thickness and associated fenestration changes such as increased thickness of glazing bars.
