This application proposes to overdevelop this terraced domestic house, both with the flat roof 2 storey infill and the large overbearing dormer. There is a legible rhythm to this historic terrace which includes the rear gabled extensions punctuated by voids; to fill in this void would break this rhythm at the same time as overdeveloping the dwelling. As is seen in other houses along the row, some form of one storey infill could be acceptable, but we object to a 2 storey infill as the entire rear of the house then becomes swallowed in extensions. The proposed roof terrace/balcony on top of the flat roof infill is again unacceptable and visually harmful to both the house and the overall character of the terrace. The proposed dormer is excessive in size and overtakes the whole roof slope, resulting in a top heavy addition that dominates the roofscape in a disproportionate manner which is not found locally. It would also harm the visual interest and rhythmic character of the terrace roofscape when viewed from afar. A modest normal dormer would be acceptable. The lack of any form of Design & Access Statement begs the question of whether the application should have been registered but also gives no indication of the applicants design or thought processes or any justification for the proposals.

The proposed scheme would fail to complement or enhance the host building, would detract from the character and appearance of the conservation area and would therefore detract from the special qualities of the WHS. The scheme would be contrary to the Planning (Listed Building and Conservation Areas) Act 1990, Section 16 (Conserving and Enhancing the Historic Environment) of the NPPF, policies B1, B4, and CP6 of the B&NES Core Strategy and policies CP6, D2, D5, HE1,BD1 of the Placemaking Plan. We would therefore recommend the application refused.
